Online services helped to establish the uninterrupted work of Moscow construction sites during the pandemic


The possibility of obtaining public services in the field of construction in an online format through the Official Portal of the Mayor and the Government of Moscow made it possible to establish uninterrupted work of the construction industry in Moscow during the pandemic, said Andrei Bochkarev, deputy mayor of Moscow in the Moscow Government on urban planning and construction.

“Even in the most difficult period this year – during restrictive measures due to the coronavirus pandemic – the construction industry continued to function. In many ways, this was made possible due to the fact that most of the administrative procedures were previously converted to electronic form. Today, 22 public services and 19 services of resource-supplying organizations are available in an online format on a single platform – the portal”, – said Andrei Bochkarev.

According to the head of the Construction Complex, electronic procedures remained in demand even after the removal of restrictions. Developers note the greatest positive effect from transferring the services of resource-supplying organizations to online.

“Since December 2018, developers have had the opportunity to submit a single application for the registration of a technical connection through the portal. During this time, about 15 thousand procedures for placing applications for connecting objects to network organizations have already been done in electronic form”, – said Andrei Bochkarev.

The deputy mayor added that the Moscow Government as a whole has done a large-scale work to simplify and reduce the duration of the procedures.

“We have significantly reduced the investment cycle from acceptance of the idea to commissioning of the facility. In recent years, we have reduced the time for issuing

GPZU to 14 working days, building permits and commissioning up to 5 working days, passing the examination of design documentation up to 30 calendar days for residential facilities”, – summed up Andrei Bochkarev.
