Optimization of regulatory framework will help reduce construction time


The optimization of the regulatory and technical base will significantly reduce the timing of the design and construction of facilities, as well as simplify the introduction of new materials and technologies, said Andrei Bochkarev, deputy mayor of Moscow for urban planning and construction.

“The decision to transfer almost a third of the standards to the recommendation category is the most important measure to simplify the design and construction processes. The abolition and departure from the outdated regulatory framework will save time and money, but it will not affect the safety of the facilities being built”, – said Andrei Bochkarev.

The deputy mayor noted that the complex of previously existing mandatory standards slowed down the introduction of the latest working methods and modern building materials into the industry. Sometimes additional documentation had to be developed for the application of a particular material at the site. With the abolition of outdated standards, the use of new materials and technologies will become easier.

Recall that earlier, Russian Prime Minister Mikhail Mishustin signed a decree reducing from August 1 the number of mandatory requirements for the safety of buildings and structures by 30%.
