Regulation of development of special areas adjustment

The Federal Antimonopoly Service sent to the relevant departments a package of proposals on creating uniform rules for developers implementing projects in areas with special conditions of use.

Earlier, the chapter “Zones with special conditions for the use of the territory” was introduced into the Land Code of the Russian Federation. According to the law, 28 such zones can be established, the use of which is regulated by the Russian government.

The competition authority proposes to establish special rules for the development of territories such as water protection and near-aerodrome zones, which will be accessible and understandable to all participants. “The provisions approved by the government should contain an exhaustive list of restrictions on the use of such sites and transparent requirements for development. This will create unified approaches to the legal regulation of urban development in such zones, as well as reduce administrative barriers for developers, ”commented David Hakobyan, Deputy Head of the FAS Construction and Natural Resources Control Department.

Also, the department suggested converting the interaction of developers with authorities on the development of special zones in electronic form. “The approaches offered by us are aimed at unifying the existing processes and establishing requirements that will eliminate the human factor in making transparent decisions,” said FAS Deputy Head Rachik Petrosyan.
