Roadmap to reduce administrative procedures in construction


A new roadmap which was recently approved, is aiming at developing legal regulation of urban development and improving of business climate in construction sector. This order was signed by the Prime Minister Dmitry Medvedev on June 1st.

The updated roadmap provides measures for informatization of urban planning activities, including electronic interaction between the cadastral authorities, the executive authorities and local governments for provision of services related to construction industry. It also implies measures for optimization of administrative procedures in construction of power supply networks, water supply and sewage networks, heating and individual types of non-residential facilities.

The new edition of the roadmap also provides for optimization of the order of placement (construction, reconstruction, cadastral registration, registration of rights) of certain types of linear objects of engineering infrastructure.

The authorities expect that the updated roadmap will help to lower administrative barriers in construction, improve the investment climate, simplify the implementation of control, supervisory and licensing functions.
