Roundtable discussion on innovations in the system of design approval in Moscow
On Friday, March 25, a roundtable discussion on innovations in the system of project documentation approval in Moscow will be held within the context of UrbanTalks, the Moscow Urban Forum project.
Today, the system of urban development regulations in Russia is being actively reformed. The start for innovations was set in 2012, when the Russian government issued a “road map” to reduce administrative barriers in construction.
Methodical effort on reduction of administrative barriers in construction sector is carried out in Moscow. According Doingbusiness ranking, Moscow has increased the indicator “Dealing with Construction Permits” since 2012 by more than 2.5 times – from 26 to 66 points. One of the most important achievements of the city government on the issue of reduction of administrative barriers in the construction industry was introduction of the system of public services in electronic format.
Another field of concern for optimization of town-planning activity management system – the elimination of unnecessary procedures and reduction of timing for consideration of applications of developers.
At the same time the process of reducing administrative barriers is not linear, sometimes instead of canceled procedures and rules the new ones are imposed. For example, the changes in the Air Code of the Russian Federation, according to which the construction projects in 30 km area around the airport must receive an approval. New regulations are forcing the authorities to review the already prepared master plans of territories.
It can be noted that town-planning activity management system in Moscow and in Russia itself is now experiencing reforms, so the questions of implemented and future changes are of great interest for market players.
