The seminar “The implementation of model “construction permit issuance and territorial planning” started in Moscow. One of its key goals is communication between developers and authorities.
“We want to hear the members of the market, hear about the problems and understand how to solve problems on reduction of administrative barriers in construction. We suppose that it is of the key events to understand these questions” – told during the conference Natalia Antipina, the Deputy-Minister of construction, housing and utilities.
The Deputy Head of Urban planning policy department of Moscow Nadezda Karavanova told that she hopes that the discussion will be productive in terms of communication between members of construction market and optimization of procedures in construction. “The performance of Moscow and Saint Petersburg is influencing the position of the country in World Bank ranking. We are also participating in national ranking of Russian Federation regions including the construction permit issuance category. Moscow is annually putting into operation around 9 mln sq meters of real estate. Mostly it is a new transport infrastructure. We see the same results only in China. These are actual topics for us. We are looking at the experience of other countries in terms of communication with developers, development of new technologies and state services. We are also examining the best practices in Russia and trying to use it in Moscow. We want to create a “target model” for communication between all players in the market”,- stressed out Karavanova.
According to her during the conference Moscow authorities are planning to show the results of reforms in urban planning policy in terms of transfer of state services into e-format. “We will show how we interact with developers and which methods we are using. We suppose that it is possible to implement them in other regions. This sphere is mostly regulated by Federal legislation. A lot of problems are caused by the incoherence of different sectors of legislation and our goal is to harmonize them”, – she told.
