Sergey Levkin: cadastral registration to be carried out without participation of developer
The Urban Policy Department plans to develop a mechanism for cadastral registration of real estate without the involvement of developers. It was one of the issues at Urban Talk roundtable discussion, voiced by the Head of the Department, Sergey Levkin, reports the urban news agency “Moscow”.
“We have an idea and intention which we are implementing now – to perform cadastral registration without participation of developers,” said Sergey Levkin.
The Head of the Department noted that the cadastral registration will be carried out by governmental agencies on their own.
“Simultaneously with the issuance of occupancy permit, Mosgosstroynadzor (Moscow State Construction Supervision Committee) delivers necessary materials to interdepartamental agencies and Rosreestr (Federal Service for State Registration, Cadastre and Cartography), that’s how automatically starts the process of cadastral registration and registration of ownership for the object which you have built,” said Sergey Levkin.
As previously said the Deputy Mayor for urban policy and construction Marat Khusnullin at the annual board of the Construction Complex dedicated to the results of the industry in 2015 and plans for 2016, the time required for administrative procedures in construction sector decreased by 2.5 times in 2015.
According to the Deputy Mayor, the Construction Complex receives about 20,000 of applications for state services annually. 70% of applications are processed in electronic format and only 30% – via the service of one-stop shop.
