Sergey Levkin: Issuing town planning documentation in e-format saves time


Turnaround time of town-planning documentation is reduced in consequence of introduction of e-government services, said the head of the Department of urban planning policy Sergei Levkin.

“With the introduction of this system, key processes are now automating, that reduces labor costs and time limits for processing applications, moreover we have a real opportunity to control the timing and progress of public services”, – said Sergey Levkin, reports the portal of the Construction complex.

As previously stated Deputy Mayor for urban policy and construction Marat Khusnullin, the provision of public services in electronic format is a form of reduction of administrative barriers in the construction industry.

“Now the Construction Complex provides 14 public services, 12 of them are available in e-format via the portal of state and municipal services of city of Moscow”, – said Marat Khusnullin.

According to him, there is positive momentum in providing administrative procedures in e-format.

“Since 2013, the rate of issuance of statements of conformity in e-format increased from 33% to almost 98%. First of all this fact shows readiness and willingness of developers to switch to the online format of interaction. Moreover this format will significantly reduce the time of issuance of documentation, corruption risks and it will help to free up a part of the staff, which was previously engaged in execution of documents”, – said the deputy mayor.

The time limit of proceeding applications submitted via the portal of state and municipal services of Moscow does not exceed 10 days, and in case of statements of conformity of a constructed facility with the technical regulations and project documentation it amounts to 5 days.

It is to be recalled that from November 1, 2014 public services for capital construction projects are available only in electronic format regardless of funding source.

Thereby the office of the unified service desk of Mosgostroynadzor (Moscow State Construction Supervision Committee) is equipped with workstations, where specialists provide assistance in filing the necessary documents. Regular educational seminars on e-document flow are conducted for developers.
