Sergey Levkin: Transparency of process and quality of service – key criteria in lowering administrative barriers
The city authorities are working hard to reduce administrative barriers in construction industry, the basic principles are quality of services and transparency in service delivery, said the Head of the Moscow department of urban planning policy, Sergey Levkin. Regulation of administrative procedures and transfer of state services to electronic format were among the core issues in lowering administrative barriers.
“12 out of 14 public services 12 can be obtained via the Internet, since the beginning of 2016 the number of e-applications exceeds 83%,” said Sergey Levkin.
This year, in order to optimize administrative procedures in the field of construction the authorities eased developer’s life even more by giving the opportunity to obtain a number of services in a single application, submitted on the Portal of state and municipal services of the Russian capital.
Nowadays GPZU includes preliminary technical conditions for connecting to water supply and sewage networks, as well as data from the Consolidated plan of underground utilities and structures located in the boundaries of a land plot.
The term of processing applications for access to the Personal account of developer has reduced to five days. Developer’s personal account has moved to a new address: ugd.mos.ru. It became an independent subsystem of the major information and analytical system of the Construction Complex – Moscow Interagency Electronic Interaction System (IEIS).
Calculator of procedures will soon be added to Developer’s personal account; it is developed by the Moscow Construction Complex. The new electronic service will be presented at the Moscow Urban Forum, which will take place from June 30 to July 3.
The calculator will help developers to obtain quickly necessary information on all phases of the construction project which is implemented in Moscow.
