Smart houses to build under strict requirements
The draft law on construction of smart homes instead of dilapidated housing is developed in two departments – the Ministry of Construction and the Ministry of Energy of the Russian Federation, said Sergey Stepashin, Chairman of the Supervisory Board of the State Corporation “Housing and Utility Reform Foundation”.
According to him, the document contains very strict requirements for new buildings.
“There should be strict regulations for newly constructed housing. We have everything in Russia to build smart houses: our own technology, people, and production units. Here it is – import substitution,” said Stepashin.
According to expert assessments, construction of an energy-efficient home using domestic materials is more expensive as compared to a usual one by only 5%.
In addition, the Chairman of the Supervisory Board also noted that 3-4 Russian regions can count on the financial support for programs of resettlement from dilapidated housing.
Sergey Stepashin reminded that some regions failed to follow the procedure which challenged the implementation of the resettlement program.
