State Duma approves draft law on pricing in construction

Amendments to the Construction Code of the Russian Federation dedicated to pricing and cost estimation in construction are approved by the State Duma in third (final) reading. 

According to the press service of the Ministry of Construction, Housing and Utilities of the Russian Federation, the document is aimed at establishing basic, strategic rules of creation and functioning of the estimation system of reliable cost of construction, reconstruction, modernization, major and minor repairs financed from the budget of the Russian Federation.

With adoption of this law the Construction Code will be upgraded with new concepts including the concept of estimated norms and standards, concepts of estimated cost, estimated price of construction resources. It is done for creation of common approach to development of normative legal acts in the estimated valuation and pricing in the field of construction.

The law provides for creation of the state information system, which will include the registry of estimated standards and results of monitoring of the cost of construction resources in the context of different subjects of the Russian Federation.

Besides that, the law requires mandatory use of standards contained in the federal register in the course of determining the cost of construction, renovation and major repairs that are financed not only from budgets of all sorts, but also at the expense of state corporations budgets, legal entities, owned by the Russian Federation for more than 50%, regions or municipalities.

Monitoring of the cost of construction resources will be launched in all regions of Russia. This will help to take into account the regional special aspects in estimation of construction costs. To date, a draft decision on price monitoring procedure is elaborated by the Russian government.
