State Duma simplifies obtaining of state services
Draft law protecting interests of entrepreneurs and legal entities aimed at reducing of administrative barriers and combating corruption have been adopted by State Duma in first reading.
“Now the law contents timeframes of provision of state services, but there are a serious gap. Despite interests of citizens this gap doesn’t restrict state authority with a number of possible refusal in state service implementation”, – commented Irina Yarovaya, vice-speaker of State Duma, one of authors of the law.
According to the draft law, authorities providing state and municipal services will not be able to refuse a citizen again on new grounds. In case the law is adopted, authorized person, which checks the documents, must formulate a comprehensive list of grounds for refusal. Meanwhile, it will be possible to return documents only once.
“A repeated return is possible only in 2 cases: if law requirements, objective circumstances change or if there is a mistake or illegal action of official which took decision”, – explained Irina Yarovaya.
Thus, authors of the law intend to exclude corruption risks during obtaining state services. It is especially concerns execution of cadaster, property law, construction permit.
The law envisages reducing of timeframes of complaints consideration from 15 to 10 days and setting uniform rules for making answers to complaints.
