State Duma to consider bill on transfer of land auctions into electronic view
Nikolai Nikolayev, Chairman of the State Duma Committee on Natural Resources, Property and Land Relations, submitted a bill to the State Duma that allows for holding auctions for the right to conclude an agreement for the sale or lease of a land plot in electronic form.
The Land Code provides for this possibility, but the law regulating electronic bidding has not yet been adopted. “This does not allow authorized bodies to conduct an auction procedure for the right to conclude a contract for the sale or lease of a land plot in electronic form,” Nikolai Nikolayev explained.
The deputy proposes to supplement the law “On Protection of Competition” with an article on the procedure for holding tenders and auctions in electronic form, which will allow bidding for the right to lease state and municipal property, as well as the right to conclude a contract of sale or lease of a land plot.
Translation of land tenders into electronic form, according to Nikolaev, will allow reducing the material and time costs of the authorized bodies, as well as making the bidding procedure more transparent and competitive.
