The deadline for issuing permits for construction and putting into operation was reduced in Moscow
The period for consideration of applications for the issuance of permits for construction and commissioning of facilities is seven working days. Before the reform in 2013, when the Moscow Construction Supervision Authority passed to the issuance of these documents solely in electronic form, the review period was ten days. Translation into an electronic form and shortening the time for issuing documentation became a big step towards the developers, greatly simplifying and accelerating the passage of administrative procedures.
Electronic government services are very in demand with developers. The number of online applications is growing every year. Mosgosstroynadzor issued 13,860 permits for the construction and commissioning of facilities (including renewals) in electronic form from the beginning of 2013.
Deputy Chairman of the Moscow Construction Supervision Sergei Muzychenko noted that work on reducing administrative barriers continues, and in the future all procedures will be carried out online. Electronic document management significantly saves time for obtaining permits.
“The work to simplify the procedure for issuing town planning documentation has been going on for many years. Particular attention is paid to translating the necessary procedures into an electronic form. Over time, the entire cycle of the construction process, including work with Mosgosstronadzorom, can be designed and monitored online. This will significantly shorten the terms of the construction itself and facilitate interaction with the supervisory bodies, “the deputy chairman said.
In addition to the transfer of services online, the Mosgosstroynadzor launched an electronic service “Direction of notification of the beginning and end of construction and installation works.” According to the decision of the Government of Moscow from July 1, 2015, construction participants can file these notices only electronically. Thus, today the Committee provides 100% of all public services in electronic form.
