The government works on measures of reduction of the construction time
The Russian government intends to reduce the implementation time of investment and construction projects by at least a year. The relevant measures are already being worked out and will be included in the national economic development plan, Deputy Prime Minister Marat Khusnullin said in an interview with the Vedomosti newspaper.
“The most important thing, probably, is that in the “National Action Plan” we included about 200 measures to accelerate and facilitate construction. If everyone approves us in the final version, it will be necessary to make 42 amendments to federal laws,” said Marat Khusnullin.
He noted that the combination of tender procedures for design and construction into one has already yielded results.
“In practice, this gives a serious result – a minimum of six months of time savings plus quality improvement. So far, these two processes have been separated,” said Marat Khusnullin.
According to the Deputy Prime Minister, today the term of the project from idea to commissioning in Russia is about five years, of which the construction itself takes only 50% of the time. Moreover, of the remaining 2.5 years, a significant part is taken by various administrative procedures.
“We have laid out the entire cycle into stages: from ideas, design, construction, etc., to where you need to change. The principle is to build more, faster and cheaper,” said Marat Khusnullin.
