The procedure for the design of earthworks can be simplified for all lines
The practice of notifying the procedure for earthworks may be extended to investment construction projects if this mechanism shows its effectiveness at budget facilities, said Sergey Levkin, head of the Moscow City Planning Policy Department.
He recalled that the procedure for earthworks at facilities financed from the city budget was optimized in order to reduce the construction time.
“Previously, excavation, installation of temporary fences, placement of temporary objects could be carried out only on the basis of a warrant. On average, 3-4 warrants were issued during the construction process, which is about 20 working days each. From July 1, 2020, the construction period for the facilities of the Targeted Investment Program, i.e. housing, social facilities due to the notification procedure for earthworks should be reduced by an average of 90 days”, – explained Sergey Levkin.
The head of the department explained that if this innovation is successfully implemented, the issue of extending the notification order for earthworks and to facilities financed by investors will be worked out. At the same time, the city will retain the function of monitoring compliance with the rules for earthworks and the availability of requirements for ensuring the necessary approvals.
“Employees of the Association of Administrative and Technical Inspections of the City of Moscow will retain all powers to monitor compliance with the rules for earthworks and to bring those responsible to administrative responsibility for their violation”, – said Sergey Levkin.
