Moscow developers noted the greatest positive effect from the transfer of services in construction and technological connection to electronic form. This was announced by Valery Fedorov, General Director of VTsIOM, at the Moscow Urban Forum.

“The results of the study are generally positive. The greatest effect was noted by experts from the transfer of basic construction services to the electronic form – 65%. At the same time, 62% of respondents identified regulation as the most useful reform and the transfer into electronic form of services of network companies for connecting to engineering networks, which since the end of last year have been provided through mos.ru portal”, said Valery Fedorov.

Almost half of the surveyed developers (47%) single out the procedure for connecting to engineering networks as one of the most difficult stages in the passage of administrative procedures. That is why the transfer of technical connection to online has become one of the most expected participants in the construction industry reforms.

Earlier, the head of the Department of Urban Development Policy of Moscow, Sergey Levkin, reported that the Moscow experiment to create a single application for technical connection to utility networks can be considered successful. The service earned on the official website of the Mayor and the Government of Moscow in December 2018, and during this time about 4 thousand developers took advantage of them. “Translation into electronic form of services of network organizations has reduced the time required for developers to interact with such organizations by providing electronic interaction at all stages of service provision,” said Sergey Levkin.

The All-Russian Public Opinion Research Center annually conducts a survey of representatives of the construction industry to study the opinion of developers on key reforms in the construction industry. About 1000 representatives of the construction industry of Moscow take part in the survey as managers, deputy managers or specialists who are in direct contact with the executive authorities and network organizations.
