Nadezhda Bashbinar: “I wish city to meet developers in questions with the connections”

28.07.2017

Networks inside the Moscow Ring Road are working at the limit and often their reconstruction falls on the shoulders of developers. In order to balance the balance of power, it would be desirable that when issuing a GPZU, the city really assesses the provision of the future facility with necessary communications and goes to meet the developers in connection issues. This was told by CEO of Storm Properties Nadezhda Bashbinar.

“The GPZU includes data on the passage of networks and the terms of connection to them. It is only the preliminary technical conditions for the maximum volumes, since it is problematic to accurately analyze the required loads without detailed calculations for a specific project when issuing a GPZU. From the builder’s point of view, the greatest benefit for a preliminary estimate of the possible connection costs at the stage of receiving the GPZU would be information about possible points of connection to the networks and data on their owners. Unfortunately, now many networks inside the MKAD are working at the limit. Reconstruction and increase in the capacity of existing urban networks often fall on the shoulders of developers with significant costs even before the start of construction and opening sales. In order to balance the balance of power, I would like to see that when issuing a GPZU, the city really assesses the provision of the future facility with all necessary communications and goes to meet the developers in connection issues”,she noted.

At the same time, Nadezhda Bashbinar stressed that the work carried out by the Moscow government on the translation of state services into an electronic form has become a new milestone in the document circulation in construction. The electronic format was designed to shorten the time for consideration of applications, improve the speed of processing documents, get feedback. “In general, the desired effect is achieved, and the entire process of document circulation has become more transparent. With the advent of the ability to track the status of the application, you no longer need to waste time waiting in queues “, she said.
