Timur Aralov: work on lowering administrative barriers needs feedback

AralovThere are positive changes in the work on lowering administrative barriers in Moscow, said the Head of project management JSC of “Directorate of experimental development” Timur Aralov.

“However, if we talk about the transfer of key services for issuance of permits in electronic format, we may note both pros and cons. The option of filing in an online application significantly reduces the term of obtaining a construction permit. In addition, a clear term of receiving decision on the application is set. But it is difficult to understand, will the application be accepted and whether it will satisfied upon the expiry of the term,” said the expert.

According to Timur Aralov, developers are still experiencing difficulties in work with resource supplying and grid companies.

“Resource supplying organizations concentrated all issues concerning connections of newbuilds, and it’s hard if not impossible to influence this process,” noted he.

However, Head of project management JSC of “Directorate of experimental development” is convinced that the work on lowering administrative barriers in construction lacks feedback.

“We can set up a working group to evaluate the work of the grid companies, supervisory authorities, the process of providing state services in e-format, it can accept and consider complaints for standstills or system failures,” explained the expert.

He believes that the dialogue between the authorities and business is necessary in order to improve administrative procedures.
