Dmitry Kozak: pace of introduction of e-expert examination to affect federal support to regions


Allocation of additional financial support to the Russian regions will depend on their success in introduction of electronic format of state expert examination on objects of capital construction, says Dmitry Kozak, Deputy Chairman of the Russian Government.

“Expert examination of design documentation for capital construction projects is an extremely important issue. There is talk that corruption thrives in state expert examination bodies. The quality of project documentation and mutual claims on its low quality directly affect the safety of buildings and structures, as well as the investment climate,” said Kozak.

He noted that modern technologies allow developers to avoid direct contacts with representatives of expert examination bodies, eliminating corruption opportunities. It also helps to provide storage and archiving of expert examination data. But, according to Deputy Prime Minister, attempts to transfer the service of state examination in electronic format are not crowned with success, although it must be done before January 1, 2017.

“We will talk about additional financial support for those who thus forms the investment climate in the region, taking into account the effectiveness of this work,” warned the Deputy Prime Minister.
