Moscow authorities are taking new measures to optimize construction processes


Reducing the timing of the investment and construction project is one of the main tasks facing the Moscow authorities today, said Shushanik Gasparyan, head of the Department for Optimization and Control of Procedures in the Urban Planning Sphere of the Moscow City Planning Policy Department.

“To date, a lot has already been done in Moscow to optimize administrative procedures: all key services in construction have been converted into electronic form, the timing of their provision has been reduced, in the online format you can get the services of resource-supplying organizations for connecting to engineering and technical support networks, for the convenience of developers created various information resources and services”, – said Shushanik Gasparyan.

The Head of the Office noted that despite all the measures taken, the total construction time for facilities in Moscow remains quite long. This is due, inter alia, to the fact that during the implementation of the project the developer interacts with more than 30 organizations and departments.

“Often two or more approvals have to be made in the same organization. This is a huge number of contacts, from which, of course, you need to leave”, – said Shushanik Gasparyan.

As the head of the Department of Urban Planning Policy of Moscow Sergey Levkin said earlier, it is possible to reduce the overall duration of the project and eliminate excessive interactions without compromising the quality and safety of construction by moving to the provision of complex services based on a digital platform for the interaction of all participants in the construction process. Work to reduce administrative procedures in construction is carried out on behalf of Moscow Mayor Sergei Sobyanin.

“In fact, this is a transition to the” client path “of implementing construction projects: the developer submits one application, which is considered in a single information space simultaneously by several authorities and organizations to form an agreed position on the possibility of implementing the corresponding stage of the construction project”, – said Shushanik Gasparyan.
