Moscow has prepared proposals on harmonization of procedures used to connect to engineering networks
Moscow has prepared proposals on harmonization of procedures related to connection of residential housing objects to engineering networks, – said Sergey Levkin, the Head of the Moscow Department of City-Planning.
“We have prepared proposals on harmonization of procedures related to connection of capital construction objects to engineering networks. The purpose is to reduce the number of procedures used to connect to networks. We intend to reduce unnecessary administrative procedures”, – said Sergey Levkin.
According to him, nowadays the exhaustive list consists of 124 procedures required for construction of a housing unit. 114 of them are established at the federal level and only 10 at the regional level. As a rule, a develop has to pass 60-70 procedures, over half of them are related to connection of the object to engineering networks. “The most time-consuming part is signing of various statements confirming that necessary works have been conducted, often authorities are not responsible for it. We intend to reduce excessive administrative procedures”, – noted Levkin.
He also mentioned that on behalf of Sergey Sobyanin, the Mayor of Moscow, the services of supplying organizations are being transferred to electronic format. In prospect, it is planned to provide the possibility to get a number of documents in electronic format through the portal mos.ru. These are technical conditions for connection, contracts of technical connection and acts of technical connection to all types of engineering networks.
